Sir,

It is brought to the notice of this union that large number of AOF ( Account opening forms ) received from BOs and presented at SO counter since 01-03-2017 are pending at each SO for creation of CIF ID due to shortage of hands and slow net connectivity. It is learnt that 51 posts of PAs are vacant as against the sanctioned establishment of 176 as on date in this Division and it may be seen that more than one third of PA establishment is remaining unmanned   for months together. This union wishes to point out that the operative staff are already burdened with over work due to shortage of PAs and they are further burdened with additional work of opening of large number of new savings bank accounts. Hence this union appeal to the SPOs to kindly cause  to provide additional man power to all SOs at least from this day onward till 31st March 2017 so as to achieve the target in opening of new accounts effectively.  This union further suggests to centralise the work of creation of CIF ID either at DO or at each HO by utilising the services of MEs, DSMs and MOs exclusively for this purpose till 31st March 2017

Sir,

It is brought to the notice of this union that SDHs have ordered all BPMs and SPMs to open a minimum of 50 savings bank accounts daily from this day on wards in order to achieve the yearly target for the FY 2016-17. It is further learnt that there are already many AOFs ( account opening forms) pertaining to BOs and SO are pending at each SO for creation of CIF ID and opening of accounts due to slow connectivity and shortage of hands. This union requests a kind reference to minutes of monthly meeting held on 29-08-2016 wherein this union has been informed that bandwidth of all SOs have been upgraded from 256 kbps to 512 kbps as per e-health report and DSMs have been instructed to take action to further  increase the bandwidth wherever necessary after review. It is learnt that all the SPMs experience much difficulty in opening new accounts due to slow net connectivity. It is felt that slowness in  net connectivity can be augmented by upgrading the bandwidth and hence it is requested to kindly cause action to  further increase the bandwidth of all SOs from 512 kbps with reference to e-health report so to mitigate the hardship experienced.

It is brought to the notice of this union that all BPMs and SPMs have been ordered by SDHs to open a minimum of 50 accounts each daily from this day on wards up to 31st March 2017 in order to achieve the target for the FY 2016-17. It is learnt that large number of AOF ( Account opening forms ) received from BOs and presented at SO counter since 01-03-2017 are pending at each SO for creation of CIF ID due to shortage of hands and slow net connectivity.

 It may not be out of place to point out that  51 posts of PAs are vacant as against the sanctioned establishment of 176 as on date in this Division and it may be noticed  that more than one third of PA establishment is remaining unmanned   for months together. This union wishes to point out that the operative staff are already burdened with over work due to shortage of PAs and they are further burdened with additional work of opening of large number of new savings bank accounts at the fake end of FY. 

This union  wishes to point out that the norms prescribed for opening of single new account is 7 minutes and  it is practically not possible to open more than 15 accounts at one SO on a particular day. Now most of the SPMs are able to complete work and submit EOD only by 2045 hours only. All the SPMs especially ladies working at Thappalampuliyur, Kamalapuram, Kulikkarai, TK Puram, Valivalam, Kilvelur, Kottucherry, Kangalancherry find it very difficult to return home at the late hours. 

 Hence this union appeal to the SPOs to kindly cause  to provide additional man power to all SOs at least from this day onward till 31st March 2017 so as to mitigate the hardship and issue direction to the SDHs to remain at Head Quarters to monitor the situation till EOD is submitted by all SPMs daily.
